Do official English translations that have been (illegally) uploaded count as "Yes" under the "Completely Scanlated" field?

I came across this manga (Konna Joushi ni Okomari Deshitara) that hasn't been completely scanlated, but because its official English translations have been uploaded those apparently count as being completely scanlated. Want to confirm with an MU staff (preferably) whether that's true or not going forward.

We've allowed it, even though those releases aren't allowed to be listed on MangaUpdates
