I can't believe somebody actually went to the trouble of compiling that data. I bet you'd get some funny looks if somebody ever asked you what you were doing at your job and you said that.
But I'm really not sure how valid that data is. How did they get it and who from? And when? If it's a questionnaire or something, there are just so many things wrong with that it's ridiculous. Although I can totally believe that Japan's average cup size is pretty small.
My opinion on the matter:
Yes there are shoujo manga with big-breasted heroines. However, I wouldn't say that most of them have "no tits" - I've always assumed they're mostly about B cup, so there is definitely something there... I'm guessing if Japan's average is that small, it's probably easier for the average girl to relate to a heroine with a similar breast size. That's probably also the reason why a lot of heroines in mainstream shoujo manga aren't dazzlingly beautiful, just "cute" or something. Also, I think it's probably a good thing. There is pressure to have bigger breasts especially given Japan's love affair with huge breasts and I think it's healthy to remind girls that it's not actually realistic.

Perhaps its just me but most shoujo's I've read rather seemed to have too large ones.
Specially for their age. Thing's like Sailor Moon should be known to all I suppose but that one didn't bother me too much. The ones where it really bothered me were like Mermaid Melody. I thought her whole body looked WAY to mature for 13-14 year old.
So other than having them too big in some of the mangas.. I've seen both normal and flat and I dont think theres anything strange in having flat ones around too - thats just how it is in reallife as well. u.u~

I have no idea the validity of the this map but this is the site I got it from: http://www.geekologie.com/2011/03/the_world_map_of_average_breas.php anyhow I always thought the average was C for U.S.?

Are you sure that's shoujo? I seen that in ecchi and it's SO ANNOYING~ Ecchi has the most unrealistic proportions EVER also the most perverted I HATE ECCHI

Yes most shoujo main fem. lead are cute--> but I expect variation soo far I haven't seen a chubby lead or mid sized one as in body type. C cups to me are very realistic and I'm only 13 still got years to go--> my friends are all variations of body types and sizes but shoujo leads don't vary much--> If they did no one would have notice must fem. leads have some boobs^^

Well, shoujo manga are supposed to represent the average Japanese teenage girls' fantasies, so they try to emphasize that no matter what you look like, you'll still land your man as long as you're a nice, sweet darling.
Being Asian, I'm pretty certain that the average for our region is generally B-cup. I'm one myself.
That said, I despise men who think the size / shape of a woman's chest (or any other body part) determines her worth as a companion. Same for women who think such things of men. No wonder so many marriages are falling apart lately, since their partner's body is all they care about.

That's an easy answer. It's so that the female reading doesn't become jealous, or perhaps feels pity for the main character so that we can emphasize with her more. People won't buy a manga where the main character has it all.

Probably to exemplify the prettier, sexier love rival (most of the time?) when they come out to steal the male lead? 😛
Or as said above, to allow the reader to empathize with the heroine... maybe.

Because shoujo heroines are meant to be "average" relative to the "hotter" girls. The eye candy is in the generic looking guys.

Most of what i ve read its half and half . Im average but have large breast and seems thats wat guys see. Argh irritating. I can sympathize and relate to both sides. My question is why are they all slim. Girls have many different body forms and are cute with it. be it big or small. I d like to see heriones with different shapes along with cool personalities
My plan was perfect but there was one thing I overlooked, one factor I failed to calculate, he's a dumbass...and there's no accounting for Dumbass....Ness. Agito Wanijima (Air Gear)

The tits are never realistic, they're either flat chested or each boob is bigger than her head. 😐

For the same reason shounen romance protagonists are never bishounen. Big boobs would make the girl attractive to the opposite sex, and the manga doesn't want that. Main characters of shounen/shoujo stories are always supposed to be losers so the audience can identify with them. (A depressing thought if that's what mangakas think of their readership.) Once the biggest catch around takes an interest in the main character, only then can she blossom (in more ways than one). By the end of the manga, the Plain Jane heroine is always much prettier than when she started out. (Look at all the miracles love causes!)

Because they don't need them.
Most of the girl in shounen have big sized breast for fanservice, but in shoujo the fanservice is the bishounen thus the big breast is not needed. Some shoujodo have big breast tough. It's only a matter of drawing style.
In fact, a girl who only read shoujo could turn the question into, " Why did the girl in shounen always have oversized breast?"

who cares if they have tits
they're just drawings anyway
and a good story(wether its shoujo/josie or shounen/seinen) wont have to use fanservice to keep the reader going

Whenever I see a manga were girls have big boobs, I, being a girl, are naturally put off, it instantly stops me from reading a manga. Mainly because it is so sexist, but also because being a girl, I am not in the least bit attracted to breasts and having a protagonist with huge boobs is insulting, not to mention distracting ha ha ha ha. Some of the shojos do have breasts, but when the audience isn't looking for bodily features in the girls, there is just no point, also, what girl wants a perfect protagonist, talk about self confidence issues. As a girl, I really like it that Shojos don't have big breasted women as the main characters, to have every girl in a manga with huge boobs, short skirts, long legs and perfect everything marginalizes women as big breasted and attractive who just happen to be really sexy and mens playthings. Having pretty protagonists is fine, but not the sort of pretty that guys like to look at, giggle creepily at and imagine while sleeping, we actually find that very degrading. Now I may have a super odd view, since I am at an all girls school, but especially with teenage girls, we really like to put each other down, often as not, we aren't dressing up to look good to the guys, but to look good to the other girls so that they can feel like they aren't as good as us, therefor having a perfect protagonist entirely defeats the purpose of us being able to relate to someone, fictional or not. Also, the boobs on some of those girls are utterly amazing, I have no idea how they would manage in real life, most of the time they would fall out of the wired cloths the guys give them, not to mention how uncomfortable they would be, they would get back aches, neck aches and probably wouldn't be able to run because of how uncomfortable it was. Anyway, forgive me ranting and if I have spelt anything wrong I am really sorry spelling is not my strong point.
We work in the dark, we do what we can, we give what we have, out doubt is our passion and our passion is our task, the rest is the madness of art. Henry james
