in the previous story arcs there was some sort of logical progression with the character's behavior and actions, but this ending arc is just too confusing?
what's going on - Dark Rei/New Zero is just going about stabbing everyone!

It is in a sense, but you have to consider his shinigami side amplifing his emotions. Plus he was emotionally unstable when he was younger too. so it sort of fits together.
