Scanlation reports with no group association

Lately i started reading bara that's not particularly popular with "traditional" scanlation groups but many people made individual scanlations that are usually work of one or two people but are not associated with certain group and/or do not credit themselves like usually groups do through credit page and/or do not publish the release on one specific site/blog/etc that could be claimed as their home page, but rather they put it on forums and let people spread it around.
And as fare as i know this is not limited to bara genre only.

I'd like to know what to do when you find scanlation like this?

According to FAQ its safe to presume not to report scanlation like this, right? But i don't really understand this rule. I though that one of primary things this site does is providing information if something was scanlated. Sometimes only if it was scanned. Many English licensed manga that were never even scanlated are marked with "yes" under complete scanlated, but no group is associated with it (as the scans are usually the work of people similar to those described above, just that all they done was scanning the licensed version).
Would it not be right in this case to leave the field as "No" rather than "Yes" as it can't be associated with group?
Also there are some individuals that are credited here but are not regarded as scanlation "groups". Atm i can remember only of VanityFairxx, and i know that Sooky and pinklotus89 are credited next to her; and while i do mention the 2, both are actually one-man "team", with only difference from people described in first paragraph to have there LJ account as their base.

TL;DR

Can we or we absolutely cannot report scanlations (English of course) that were made by individuals for masses (not just few people they know) but are distributed through various forums and other means rather than one particular site that can be regarded as a base of those individuals (<-and those can be registered as scanlation team)?

I asking this merely as i see the rule and policy of this site contradicting and i could not find any explanation so far as to why it was decided the way it was (and yes, because i'd love to report quite few series being scanlated and/or completely scanlated).

And sorry if this was asked before, but i really couldn't find the answer >_<

Individuals can be considered as groups too. As long as scanlations are available and downloadable, the releases can be reported.

Now if those releases are only on online readers, they cannot be reported on MU.

.... just hit me, should we place their member page from forum they frequent most and/or where they publish scanlation first like in Zama's case?

They will be approved on a case-to-case basis. And I will be a judge of that

Before you start reporting releases please note that not everyone want their releases to be reported.

I happened to be one of those individuals you're talking about. I never want my translation to be announced here.

Please understand that not every releases are meant for public. Some just want to share it within forum only for friends. Many times some people just announce our releases here without notice and we ended up having to ask mangaupdates admin to remove our releases from here.

It's best if you check with the person first about this before you add his or her release here.

I'd like to get some clarification on this point.

One popular scanlation group I know has recently started putting their releases on their own online reader first (ostensibly, to try to combat their releases being put on other popular manga reader sites) and holding off on the download copies for at least 24 hours, yet I notice their releases are still put up here even when we're not actually able to download a copy.

This is pretty annoying for me as I don't use online readers and I have to remember to go back and check the site at a later date. So, shouldn't these releases be denied until an actual download copy is available?

When you use an online reader, you still download it. Just pointing out this technicality.

Similarly to our forum rule of no asking for downloads, that also means no asking for where to go read it

I'm well aware of that, and i pointed that out in my first post as well. Most people state if they don't want it to be shared outside of certain community or circle of friends, and personally i respect that.
Also if i'm reading correctly you're taking about translations not scanlations. The Manga Translation Index was active few years ago in collecting those (not any more i believe), but to my knowledge MU collects informations on scanlations rather than translations, so if you make translations only they shouldn't even appear here in first place (<-layman peaking here).

According to one of your own administrators, if a release is on an online reader only, it cannot be reported as a release here on Manga Updates.

So that would indicate that until that group allows the file to be downloaded (meaning not an online reader release only), it should not appear in the release section of your site.

As I said, I just would like to get some clarification on this as what your own admins are saying, and what's actually been happening, are two different things.

The difference is that one is put on an online reader that's not run by the scanlation group, while the other is. An online reader such as MangaFox isn't a scanlation group, so releases put on there cannot be reported, however, if a group releases it on their own online reader, they should be able to report it here because there's a way to find the release directly on their website which hosts their online reader.
I'm assuming XiongMao-kun meant online readers not run by an individual scanlator such as Animea and MangaFox.
