I believe it is Shinba Rize. I do not know the manga though.

I'm not sure if it's by Shinba Rize, but I've looked through all her works on MU (out of boredom lol) and didn't seem to find anything that looked like that.

But the picture (of what I could see of the top) looked familiar, I think it's definitely from a series. Though it's hard to tell, especially since I could only see the top part of the picture due to the image not loading/incredibly slow due to the site/size of image.
