what is the minimum age to read all mangas with these genres?

and what is the difference between adult and mature genre.
Is any person 18 year old is mature enough to read all these genres(all mangas)?

I don't think any of those have "minimum age", except perhaps hentai. Since hentai is pornographic, it is +18.
It is just that genres are directed to certain audience. For example seinen is directed to young males, guys that are bit under or over 20. Still, it doesn't mean that 15 years old girl can't read these mangas.
Mature and adult mean more or less the same thing - adult is just more emphatized. Titles that contain something like gore or sexual content - or that are just so .. Serious. Both mean that.
But as I said, I think there is no "minimum age". All depends on what kind of mind you got, how you process things and what you like. If we look at this matter from perspective where we only judge the age, 18 would be enough for all those genres I guess. But it all depends on what kind of person we talk about - how mature he/she is. Age doesn't make you into a sophisticated adult.

The difference between Mature and Adult tagged manga (cf. Genre page):
Mature requires you to be old enough (at least 16-17 years old) to handle possibly disturbing elements like great amounts of violence, graphic scenes or certain psychological issues.
Adult increases the intensity of the same questionable contents even more, so you should be of age (at least 18 years old) before consuming them. That way publishers make sure that you are able to shoulder the responsibility of their consumption and possible negative consequences.
Beside Adult and Mature titles (which include Smut, Borderline H and Hentai someway or another) there is minimum age like Kuchizuke said. It's like deciding to watch a horror movie, it depends on how stable you are as a person and how much of each "disturbance" you can handle.
For demographics (Shounen, Shoujo, Seinen, Josei), they are aimed at certain shares of population in Japan:
- Shounen for boys from age 10-18
- Shoujo for girls from age 10-18
- Seinen for young adult men from age 18-30
- Josei for young adult women from age 18-30
Tags like Ecchi, Lolicon or Shotacon may apply to all genres, as they don't say much about the manga's content nor about the degree to which the mangaka uses these elements. However the first is more likely to be found in male oriented manga and the latter two in Hentai. It's all up to your own judgement of age gap relationships, though.
