Is mangaupdates blocked in Japan?

I hope not, because this is the easiest way for me to keep track of what chapter I'm on. D: All my lists are here!
In the case that it is, is there a way to override it? Do proxies work? I also track my manga on booklog, but tag and author search isn't nearly as convenient.
