I remember reading about this yaoi but can`t seem to find it anywhere. I believe it relates to:

1. webtoon
2. The two main guys are "fated soulmates" and selected people have special powers. Everyone is assigned a "soul mate", they may not have met their soul mates yet. They are identified because their special powers don't work on each other
3. They are part of some counter-terrorist police unit that is fighting the bad guys who have special powers.
4. One of the villains can turn people into dolls?
5. One of the main character has blue streaks in his hair?
