This is kind of a gripe about plot based stupidity. The accelerator guy was supposed to be the strongest psychic in a city, unbeatable by anybody because he can change anythings movement path if it comes into contact with his skin.
But Misaka's roommate can teleport things, so they have no vector, instead moving instantaneously... into other stuff, if she wants. A classic case of intentional character idiocy for plot purposes? Does anyone know a reason why they didn't think of this incredibly obvious solution (other than giving the main character a reason to be cool)?
There are other easy ways to beat him, but that's really the most plot obvious...

First of all, Kuroko is only level 4 (IIRC), she doesn't really have the strength to beat a level 5 and her range is limited.
Also, she can't teleport accelerator - as that would mean having to come into contact with him...which requires vectors. Even if she was able to come into contact and teleport him somewhere, he could just repel the impact :\
I think what corp meant was teleport other things directly into his body.

He spends a lot of time standing around, since he's utterly confident he won't get hit. And I'm surmising that the basis of his power makes him quite vulnerable to teleportation. Besides, she's even shown off the ability to destroy things that way before.

I don't think that lvl 4 vs lvl 5 thing is even relevant. Arbitrary power scales are arbitrary and don't take into account the interplay between abilities.

No, I meant that Kuroko plays by the rules. She's too uptight to actually even think of fighting accelerator alone. She'd follow protocols and wait for anti-skill...

you can't be sure that it would work. I don't think there is enough info about kuroko's power to say that it is possible or at least as far as I've seen anyway. We know she is a teleporter and can teleport objects etc but doing this might very well require vectors in which case it would be useless. eg her teleportation power could be something along the lines of breaking down into particles then moving them to the desired location and building them back up again.
Long story short I don't know enough about how her teleportation works.
But technically I think accellerator would win (and kuroko's annoying!!).

If it just broke down and rebuilt particles, she couldn't cut a diamond with a sheet of paper. Just fuse the two at a molecular level.

Well, Kuroko did use her powers to destroy a building during the Level upper incident (teleporting glass into the pillars cutting them), I think it could be used that way against accelerator, specially since he is so confident in his powers.
I don't remember Kuroko taking part of the sisters/accelerator arc, so it's not really a plot flaw. And so far I had read only the side from To aru Majutsu no Index and sice Toma is the main character, of course he get to be the one to defeat Accelerator, haha.

IIRC, I don't think Kuroko even knows about the sisters project...
So yeah, Tsuto's right, it can't be a plot flaw.
Anyway, teleporting is just another meaning of "movement" and requires vectors as well. So the result is that Accel wins and Kuroko is (finally) slaughtered. Happy ending, ne? XD
