The Manga started off with some creepy guy(main protagonist) siting next to a hot chick with glasses who nobody but him notice how hot she really is. There is also a mute photographer. The hot chicks brother is a creep who hugs and holds her sister in a way a brother shouldn't. The brother makes the sister play with the creepy guys feeling that's all I remember

Boku Dake Shitteru Ichinomiya-san

She and her brother have an incestous relationship because he has a hold on her. She feels sad for her brother and he basically tells her that if she doesn't bend to his will then he will commit suicide so she goes along with it. Eventually the main guy breaks that hold and she falls for him.
