Edit: Found it. Story 2 from Bannin

Definitely part of a collection.

I remember there being a kind of businessman type guy in a suit, he's waiting at a fountain maybe being stood up, a flashy guy with longish light hair carrying a bouquet of flowers comes by and gives the flowers to him.

Something like that. I don't remember much else and what I do remember might be a bit fuzzy and wrong.
