Question about complete status

have a question about this scenario which happenes quite a bit lately: scanlation group hasnt finished scanlating the series or the scanlation has stalled for some time, however official english translation release has finished the series and the scans of the official english release are available on the interwebs by one of the scangroups.
does that mean that the status of the series is now complete or incomplete in the completely scanlated category status?
Rippers aren´t scanners and putting a 1 to 1 official release on the web is just theft.
The Licensed in box is your friend in this case, the search engine has a licensing option after all.
I also read EU/US comics and am a librarian.

if you search for complete series, those who have been completed with official release but not taged in completely scanlated category dont come up.

Well, off the top of my head, the Crunchyroll releases would probably count under what you're calling "official English translations" and there are at least a handful of their titles (ones that only they brought to completion) that are listed as completely scanlated........I know their releases are initially available to read for free, but they're put behind a paywall after a short period, right? So maybe they're an exception in that regard, I don't know for sure.
Just out of curiosity, are there some specific titles and "official English translation release" outfits that have completed them that you're looking at and could show us so we all know which ones we're talking about?
I mean, the easy answer here is that if the releases themselves aren't being reported here (i.e. not being offered to be read for free) then it's not actually being "scanlated" and none of that content would be recognized by this site.......thus shouldn't be tagged as completely scanlated, whether ripped and online for free 2nd hand or not, right?
