It's not Purple Qualia. It's either a oneshot or part of a collection of shorts.
Was kind of sad.
The MC was talking either to himself in another time, or to a friend (boy/girl) who he may or may not have known before getting connected by the palm phone.
His palm LITERALLY takes the place of a phone. It doesn't shapeshift. He just starts getting calls on it suddenly (but I may be misremembering).
