Can't seem to submit a new group.

A few years ago, the "Trinity Blood Community" group scanned the Trinity Blood manga. However, all the members have since left and have been replaced by new people.
I'm trying to submit a new group under the name "TB Community." Even though we operate on the same forum as the previous group, I thought it would be more considerate to acknowledge the new group under a different name.
However, this group has not been approved yet, and in my User CP there seems to be no new groups pending.
What should I do?

We're a different group. Different people and everything.

But you're using the exact same forum and same domain name. Might as well be the same scanlation group, even if none of the members are the same.

The domain name is actually tb-scans.tumblr.com. Only the forums are the same.
