If two categories are really simila, someone (users with "editor" status?) should be able to merge them.
For example: "philosophical momements" and "philosophical".

Great suggestion! I came across a lot of categories that meant basically the same. I just don't know how to make it work.
As an updater, (lowest?) position to edit categories, you can only add new ones and delete your personally added categories.
I think that's alright so far because it prevents people from deleting categories wilfully, but I would like reliable people like admins to have this option in order to prevent excessive tagging. It's just that this would increase the admins' work by a fair bit.
What do you think?

You cant "delete" the categories unless you are an admin. A user, however, can remove the categories he/she added to the manga, but not deleting.
About merging.. I think giving this right to every updater is a bad idea. This will cause a lot of confusion as people will try to do what they believe is right,... while not listening to the opinions of others, or even discussing it. An updater thinks he/she is always right...
You can request a category to merged/renamed/etc in this thread.

Yes of course not everyone, but at least who has contributed a lot (it's a "good" editor). I pick the idea from wikipedia and quora, thinking that a (partially) crowsourced site can work very well.
About admins: great but they are few i guess, since there are tons of categories.
