How to add (category) recommendations?

This isn't really a suggestion, but I couldn't find a place where it seem suitable to ask this. I was just wondering how do I add recommendations/category recommendations? Or am I not supposed to be able to? I looked at the FAQs and haven't really managed to find any info addressing this (or, I'm just incompetent xD).

Recommendations are generated purely by category overlap. It essentially checks how many categories are shared. There's no human element to it.
