Not familiar with josei or shoujo ecosystem, but I'm going to guess that it's the same as everywhere. If you're not offering your help on that project in some capacity, no one will take your request seriously. Even if they have a section on the forum where you can post suggested projects.

That's what I would like to do is take on board the project myself however I can't translate only edit, I wouldn't even know where to begin.

Then I would suggest you post your offer in the recruitment section. Explain what the manga is, why it is so great, provide details of what you personally are willing to do for the project. Someone might be interested.
