i say they're hypocrits...
i know a very couple of japanese people i know who came from japan and they download alot shit from american market... such being... western movies, music, musicvids, wester comics, and etc...
i think they should ask people all around in general to stop the downloading, instead of pointing out their personal losses only and make themselves look even more bad as it already is...

I believe it's more based on the comercial sites like Naruto-fan
it doesn't really looks like they want to stop sharesites as a whole but only sites who make money without having the licences to me
I'm not sure if they aren't such sides in Japan too though
