I like FLCL's OST a lot, it's actually what started me listening to Japanese music. I also really like the music in The Third.

it was the first soundtrack that really got me interested in the anime.

As far as complete OST's are concerned, my favs are Brain Powr'd 1 and 2, with 1 far in the lead. Maaya Sakamoto's rendition of "Field of Love" is so lovely words fail me.

I also really like the Akira OST and Blood the Last Vampire.

As for singles, the original Vandread ending, "Himegaio" (sorry about the spelling) was great and I was sorry when they changed it for the second series.

I have to confess I've sometimes gotten interested in a show just from the music. If you've got a good composer or singer, that seems to signal a chance of a quality product.
