I wanted to know if anyone uses Japanese roms because I am having difficulty patching an Japanese rom to change the language here is what I am trying to get

All I've ever downloaded is an eboot of Monster Hunter 2 P - 2nd G, and installed an English patch with it, so I don't know enough to help you, sorry.

Get SnesTool, and the patches should come with readme files that have instructions in them.
