EDIT: I meant shojo/josei, not shonen/josei. whoops

Quite a while back I read a manga - I think it was josei, it definitely had josei themes but could have been shojo. The female protagonist either lives near a beach or moved there, not sure which. She meets a surfer dude and another guy who has a little room in a rooftop of their school. I think he also had a telescope. I think the surfer dude had a brother who died or something also. Would appreciate if anyone recognized this.
