Protagonist is male attendent to female emperor

As with the title, the protagonist is some sort of servant to the female (meiji?) "emperor".
The manga has moments of more honest interaction between the emperor, with glimpses of a more free and emotional character than she lets on.
Despite that, I remember the overall atmosphere being a tad melancholy.
Any help is appreciated.
