What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)
Have the character use different slang (e.g., 'pops' instead of 'dad')
Minor speech pattern differences (e.g., dropping the 'g' in '-ing' words)

That is not a lot of detail. Any extra that can be given, like character gender, ages, things that happen, etc?

Not without more details. Even then, maybe not. But if we know what the person doing the rescue looks like (are they male or female, what age range?), someone may know enough to help.
