Definitely Honey & Clover with Morita and Hagu. Not much of romance for them though, it's more teasing and funny/adorable moments.
If you don't mind anime, check Eden of the East. Both protagonists were designed by Chica Umino (author of Honey & Clover) and are very reminiscent of Morita/Hagu, in personalities and looks.
