im sorry this is late, but I know EXACTLY what you're looking for.
It's a manga called Kyou Koi wo Hajimemasu.
You can read it on onemanga.com and I absolutely fell in LOVE with it. She's really pretty and makes her sister pretty everyday, but she tries to hide it under glasses and an old-fashioned braid look, but later she changes. 😀
&& the guy Kyouta was sorta gay looking, but then the main character, Hibino makes him look hott too.(:
Alsoo, about the revenge, Kyouta flips out on everyone that said anything about Hibino before. Then, Hibino gets picked on even more for dating the hottest guy in school and then she stands up for herself. 😀 it's a reallyyy manga.

being high and mighty but exercise cruelty towards ones who are inferior indicate shallowness. are you really want to read story where the protagonist act like that? well, i don't.
read 'cousin'. still few chapters out, but it might be good.

ups... late. What I want to say has been recommended. So anyway, I'm going to second those but most of what's mentioned here is NOT about REVENGE.
ie. Gold, Perfect Girl Evolution, Honey Hunt, Duck Prince.
In Gold, the girl doesn't even want to have the beauty transformation herself so it's really misleading. Duck Prince... he doesn't asked for it nor does he want to get a revenge or anything. Honey Hunt isn't even about beauty transformation.

Miunohri to Swan the first thing that pops in my mind. She basically gets the power to transform into a beauty and uses it to get a revenge on the guy who bullied her
Silver (FUJITA Kazuko) fits really well. And maybe add Red (KOBAYASHI Hiromi) if the manga follows the same pattern as the one in the novel
Skip Beat! Kyoko wants to get equal to her childhood friend
Himitsu no Ai-chan or rather, she dressed up cute because she wants him to fall for her but as expected
they later on decide to date each other

Kuragehime is a good one. Although its not really about bullying or revenge, rather an apartment full of otakus XD its nice though, and the main girl (and eventually her friends) become pretty. Made me laugh a couple of times too, definately worth a try 🙂
