I don't think this is really enough detail to figure it out. Was it both a manga and an anime, or one of the two and you can't remember which one? What was the demographic? Was there romance? Was it normal historical or historical fantasy? Completely scanlated or ongoing? Etc., etc.

But for now I'll just randomly suggest something with this kind of plot: Shirogane no Ou and its sequel.

Sorry but I can't remember anything but that scene. It could be an Anime or a manga, i don't know. I don't think it had romance and it was normal history. I think it was a chinese King.

Oh. I'll keep an eye out, but I doubt it's something I'd know. I rarely read Chinese stuff.

Dokuhime, maybe? Although it has romance and nobody's Chinese.

There isn't enough info to really tell, but I will pitch in my two cents too. Although it happens later on in the story, what you are describing is pretty much what happens in Black Haze. I don't think its what you're looking for though.
