I’m really confused about this...

In chapter 42, Selto has taken Alexandra hostage and multiple people have asked Kail to use his wind magic to help, but the translation makes it horribly confusing. He’s male, and he can’t change people’s hearts? So he can’t prevent another murder from occurring? Can someone please explain why he can’t use his powers?
