Looking for a specific manga I'd read where there is a minor villain that gets introduced, who gets released from jail because they fail to execute the death penalty on him 3 or 4 times? When they try to hang him, the rope breaks, when they try to put him on the electric chair, the chair doesnt turn on, stuff like that. I think this villain was a serial killer or wanted for some sort of murder. Anyways, the main character ends up beating him up at the end.
