I think that it shouldn't be necessary to write a comment if there are like 15 comments already, just vote so the average becomes more stable. For instance big series like one piece, suzuka and others which already have 15 votes and also 15 comments it should be possible just to vote, and not leave a comment. Kinda useless to leave a comment: great. sucks and so. just vote when there already are good comments

Yea, I've thought about this. Honestly, I can't quite remember, but I think the reason I did it like this in the past was because the system did not require a user to log in to rate, and I wanted to maintain some sort of quality with the ratings (so anonymous members would have to go to the extra effort of putting in a comment). I have actually been thinking about changing this. I just haven't completely decided yet.
