I'm looking for a manga with the following requirements:

• there are an elite group of people that rule a school/ rule a country/ or something similar
• the elite group of people are the best at what they do
• the main character is someone who is not one of the elite
• no yaoi or yuri

Preferred if:

• the elite group is mysterious
• the main character is a girl
• the elite group is arranged from weakest to strongest
• the main character has to explore something about the group

Tokyo Girls Destruction fits this.

Hello, Ouran High School Host Club fits it perfectly.

well special a might fit some of your catagories. but the main character is one of the elite

Medaka Box [url]http://www.mangaupdates.com/series.html?id=40888[/url] fits pretty well but not perfectly.
-There is a group of elite people that rule the school. there is prettty but a hierarchy based on how naturally talented people are(genius/normal/.....)

-the elite people in this are clearly the best at what they do.

-Whether the main characters are elites is questionable. Zenkichi(my favorite character) is completely normal has no special talents like everyone else. He is just a hard working nice guy who is pretty pretty much the furthest you can get from being an elite. Medaka on the other hand is somewhat complicated and im not going to try and explain anything about her.

• It is not Yuri or Yaoi

-The Elite group is mysterious

-Medaka is a girl and she tries to show that off as much as possible.

-The elite group is arranged from weakesst to strongest(if i remember correctly they are acually ranked from strongest to weakest)

-The main character does explore something about the group and herself.
