Splinter Cell: Chaos Theory

Im not sure what you mean here exactly. If you mean the game that best implements the concept of stealth then it would be splinter cell. If you mean the best game overall that involves stealth, that would undoudtly be metal gear solid, although that is because of its great story, not because of the stealth factor.

It isn't exactly stealth if you can sneak up behind an enemy with relative ease (as compared to Splinter Cell.) If you don't believe me, play Chaos Theory on Expert. Stealth is absolutely vital in that game, seeing as how you can die easily.

MGS 2, it was one of the best, but I think MGS 3 was even better as a stealth game.
