Why are shounen and seinen in the same forum?
They are very different things.

Are they really all that different?

They're both simply demographics that target males of different ages, there's no inherent limitation on content.

This is just basically a "manga targeted at males" section. From an organizational standpoint, it makes sense, and you can always specify a thread to just one of the two if it's necessary.
