Not sure... but it looks like the author is trying to finish it. Seems there was an interview in the 9th issue of Shonen Sirius 2010.

Oh, I hope so! I love this manga. It's really too tragic that such an engaging and original story should be discontinued...but I guess Japanese readers might not be interested in stuff like Blues music and the lives of African-Americans back in the day?

I don't think lack of interest is an issue here. Maybe mental block, publishing issues and so on... you know how it goes. 😛
