I was gonna suggest animepaper, but looks like they've shut down to everyone except old pro users. Well, they had an annoying points system anyway.

Minitokyo has a decent selection for many series. Actually I think they have a points system too (you spend points when you download wallpapers) but it's far easier to get points than on AP. And there's usually a choice of many different sizes to suit your monitor. They have pretty strict submission guidelines so most of what you find there is pretty good quality.

Deviantart can also have some nice ones and they're free to download, but since nobody really mods the submissions you'll likely have to trawl through a lot of bad stuff.

Seconded, though they did away with the point system a while ago.

The Anime/Wallpapers section at 4Chan, you can easily create your own post to find specific kinds of wallpapers.
