It's a one shot listed as licensed yet there's no publisher, can someone find out who it is or is it even really licensed?

I'm doubting that it actually is, but who knows, maybe it was included in one of the Jiraishin (Ice Blade) volumes that Tokyopop did in the past, but sense i actually haven't read any of them, I can't say forsure :/.
