Dunno the manga, but that's certainly Gomennasai's art.

The guy above me did a lonely image search just to show you he can (and s/he's probably right), but I can tell you through years of being in the crags, that's Gomennasai.
And yes, he's a hentai artist that specializes in loli hentai.
