Basically Warui Koto Shitai series, the volumes involving Mikado and Towa, particurlarly. Mikado is head over heels for Towa, but it's pretty hesitant at the begining. Plus, Towa is docile and adorable. I think it's the kind of BL you're looking for.
(I recommend you the whole series, but Mikado and Towa are the couple that start the way you are looking for).

Blue Sky Complex, Narasaki is crazy in love with Terashima. Narasaki blushes and Terashima is just adorable. Highly recommended. It's a really well developed romance.

You might as well like Kore Koi series:
Kore wa Koi ni Fukumaremasu ka: Seme falls for adorable uke.
Kore ga Koi na Wake ga Nai: Seme is head over heels for uke (the uke is not exactly 'adorable', though).

Blue Lust: the setting is more serious than the previous recommended titles since seme and uke have a trauma. Seme doesn't know how to expess his love properly because of that. The uke is a nice guy.

Dakaretai Otoko Ichii ni Odosarete Imasu. kind of fits in your description too. The seme blushes and it's really adorable, but... he isn't hesitant at all, and the uke is a tsundere and you might not find him as adorable as the type you want to see.

I also strongly recommend you Therapy Game. However, isn't completely scanlated yet 😢
The same goes for Toshishita Kareshi no Renai Kanriheki, but it only has 2 chapters scanlated, and the whole story is composed of 2 volumes.
