There are a lot of stories where a friendly, social person makes friends with someone who's shy or awkward, but what about when both of them are like that? Does anyone know of a story where two socially inept people develop a relationship? Romance or friendship, don't care which, but shy, fluttering girl ("Eeeek! It's the scariest guy in the school!") with cold guy ("I'm too cool to admit I like her except in dire straits, i.e. the last ten pages of the oneshot, so I'm going to make her hang out with me until she falls for me and runs away,") DOES NOT COUNT.
Can anyone help with this? Preferably no shoujo ai, yaoi, or yuri, although I suppose they would have academic value to the question. Shounen ai will be considered, I suppose....

Genshiken is an ensemble manga, where there are shy or awkward people among them. And they become friends as a group. Not sure whether it's the type you are after though.

Cat Street is like that, but it's already on your reading list.
If you've ever thought or said "Nice Guys finish last" and really meant it, then you should probably read this LJ post by DivaLion. It's incredibly insightful whether you're male or female.

Genshiken kinda has positive people involved, so I'm not sure it's quite what I was thinking of. Although I'll grant they're all weirdoes, friendly or not. XD
You know, I didn't think of Cat Street. Maybe I should start reading it again. I quit when it started looking like she wouldn't end up with the guy I preferred. Was that why...? Been awhile, sorry. Anyway, thank you for your suggestions! 😀

Already read the Matsumoto Tomos there--I'm not sure Koi qualifies. They're both weird, not shy or awkward.

I actually second Cat Street.
You should seriously give it a try again... ;D It won't dissapoint you (no matter who she ends up with)...
