There are a couple of conditions that I'm hoping can be fulfilled. First off, no fantasy. I mean, paranormal is okay, but setting has to be in a recognizable, modern world.

Second of all, a COMPETENT PROTAGONIST. Doesn't necessarily have to be otherworldly smart or some kind of prodigy, just please,NO IDIOTS.

Thirdly, must be action. Guns please. That would be nice.

That is all.

ANY and ALL suggestions are really appreciated :'D

Ajin fits your description, and the protagonist is amazingly smart. It has some paranormal elements, but in terms of action it will not disappoint you.

Oh shit yeah, unfortunately I've already read ajin, but I loved it

I have already read black lagoon, and watched psycho pass, they were both great 🙂 i looks forward to reading trigun, unfortunately Cowboy Bebop doesn't appeal to me

Dendrobates
Red Eyes
Fantsy-ish but still - Gate - Jietai Kare no Chi nite, Kaku Tatakeri, and has an anime as well...
Young Gun Carnaval
Jormungand, Koko is insanely smart, with a slight focus on the insane part. And Jonah is amazing as long as he gets to hold a gun (not exactly the brightest of the bunch though)
Priest

Jormungand is completely released by Viz... I can't tell you where it is but it is availiable somewhere on the internet... Besides, the anime is fairly accurate and covers the entirety of the manga.
