Its the first anime I have seen and I am sorry that I dont remember much of it, but do remember it being very fascinating. Its probably an anime movie which has a female adult assassin and I think has fatal fury style art. The woman is pretty cool and uses a gun to assasinate people, kinda how the Jackal did from The Day of the Jackal novel.

Any suggestions...?

Madlax sounds close but the woman I saw had short dark hair, not very short though and usually wore dark glasses, besides there werent that many girls there, n it was a movie..

I'm thinking you are thinking of Kite or Iria.

Those are the two that come to mind when I read what you said, and both would fit that time frame.

Edit: Or maybe Blood: The Last Vampire? The age fits, but the art style doesn't at all.
