Is this an ecchi? I dunno, there's bras and stuff in it, but so far there hasn't seemed to be any overly busty ladies or anything. There was a scene where a scene where a ton of guys where assualting some girls, but does that count?

Ecchi as defined on MU is a kind of fanservice. In common usage it's a depiction of light sexuality without showing sexual intercourse. Abuse scenes in Jisatsutou (mature content) have nothing to do with ecchiness. Whoever stated the ecchi tag - that user should have re-read the genre definition twice.
