I just started re-reading Sugars!

In terms of interlinked mini-romances, the closest thing is probably Tsurezure Children / Wakabayashi Toshiya's 4-koma collection. These two titles are essentially the same story and are more comedy-focused, but are thematically the same.

Musunde Hiraite (MINASE Mayu) should be similar! I've only read a few chapters, though, so I can't remember how often the characters show up again in future chapters.

Haruyuki Bus is a cute collection where every romance and relationship happens on or because of a bus.

Shuukan Shounen Girl is comedic and has a quirky premise. Romance is more of a side focus here.
