LINE webtoons has started Webtoon Challenge contest few days ago :

In case you don't know LINE Webtoons is official english version of Naver webtoons. Readers get to read the webtoons for free and artists get paid based on the popularity of their work. It publishes popular webcomics like Noblesse, Tower of God, Girls of the Wild's, etc... If you are looking for for a platform to publish your works I think this is the best chance...
