this picture kind of looks like it, http://anisearch.de/?page=chara&id=450 i only saw the anime for a second it seemed to be one of those anime that happen in a school, and there was a blond good looking guy that had really long bangs that covered his eyes. thats all i got to see though...

That picture is from an anime from Macross Frontier, but he doesn't wear a school uniform and he doesn't go to school.
...And if that's not the anime you're looking for, then you're out of luck. Your description is so vague... There are lots of school animes...
Could you ask the girl who was watching it what it is...?

Could it be this guy from Katekyo Hitman Reborn... I know with such small info on the character it's probably not, but when I read this thread I immediately thought of him, and then you mentioned the school setting, and in the anime(and manga) the setting is a school so...
Yeah, I wouldn't be surprised if it isn't him...

i checked out some videos on Katekyo Hitman Reborn and thats not it, the drawings of the anime are similar to Special A.
