Up to the point that this plan requires certain payments; like a third of the villain's source of power(or an item) in order to progress his/her plans further. The plan could take years, counting only the powers he/she possess now at the moment to succeed. Whether the plan succeed or fails, the villain will insure that the plan goes to motion.

Anything that looks like that? I cannot find it myself and I'm not sure there are many like this.
