Is this actually Katsura Masakazu-sensei? Is Haruki just a pen name for him? Or maybe Haruki-sensei was his assistant that now has an identical art style? (I’ve seen that happen before). Does anyone know?

The art style is different, though I do see the resemblance.

He used to draw doujinshis of works by Masakazu Katsura (I"s, Video Girl Ai...), so he probably copied his style then.
