Help: a manga about a city of gardens?

It was on my to-read list (or so I thought...), so I don't know what it was about for sure.

This is what I remember:
The title mentions something about a city of gardens, a garden in the sky, or a city in the sky.
The cover features a serious-looking girl with blond hair. The art style is kind of old-school.
The description mentions something about a father and daughter... maybe.
Probable demographic: Shoujo
Possible genres: Drama, Fantasy, Sci-fi
Length: Oneshot or a one volume
