Im wondering if anybody knows an app on the pc that can take a pic of the pc.
for example, if Im watching a video and want to take a pic of a scene

A very easy method: press the "print screen" key and then paste into paint.

Windows 7 comes with Snipping Tool which lets you take a snapshot of your screen and you can edit it.
