Aku no Hana is not action, but it fits the romantic part really well. Some of the other manga by OSHIMI Shuzo also have similar romantic themes.

Maybe Wild Ones or Black Bird
Wild Ones is lighter. Black Bird has more drama
Shinobi Life might work too
