I'm looking for this specific oneshot. The main girl is the vice president and she likes the president. However, she blurts out a confession to the main delinquent instead. Eventually she falls for him, but not before the delinquent finding out she liked the president.

Yeah, it really sounds like that one, although I'm sure it's not the only one like that.

As a side note, the 3rd story (Narabuna Kiken!!) is pretty cute. Reading it again all these years later with more manga experience it is horribly tropey but it's still a nice quick read.

It's not. I remember it was a blurt out confession, not email. I remember her having a picture of the president that she fawns over. She drops it when the delinquent comes up to her and he goes to get it and figures out she confessed to the wrong person. By that point, she's fallen for the delinquent.
